No. The browser only sends the API name, model, and prompt. Provider keys are read on the server.

Yes. The admin API page controls whether an API row is available to free users and how many credits each call costs.
Does a failed provider call deduct credits?
No. Credits are reserved first and refunded automatically if the provider request fails.
